Terminal agents are powerful precisely because they can touch files, execute commands and connect to other systems. When comparing Claude Code and Codex CLI, the first buying question is not model cleverness; it is where permissions are enforced and who can authorize a consequential step.

Comparison scope (verified 2026-10-25): A software team wants an agent to update dependencies, run tests and prepare a pull request within a nonproduction checkout. The as-of-2026 comparison concerns CLI/agent safety patterns, not identical model versions or hosted coding-agent products.

Evidence at a glance

Product, approach or evidence source What the cited document establishes What it does not establish
Claude Code CLI documents explicit allowed and disallowed tools and a permission-mode flag No independently tested ranking, cross-vendor parity, universal plan access or current price is inferred.
Codex OpenAI documents sandbox boundaries, approval policy and managed network rules in a May 2026 security account No independently tested ranking, cross-vendor parity, universal plan access or current price is inferred.

These are documented capabilities or provider statements, not results from a hands-on comparative test. Unknown competitive measurements remain unknown.

The permission plane

Claude Code CLI documentation exposes configuration for a permission mode and allow/deny lists for tools. These are significant because the risk is an action, not just a generated token: reading a production secret, deleting a workspace or invoking an unsafe shell pipeline. OpenAI describes how its Codex deployments combine sandboxing with approval decisions and network restrictions. The OpenAI security account describes controls used internally; it must not be read as a promise that every user organization receives identical settings.

A constrained sample task

Ask the agent to update a single dependency, regenerate the lockfile and run a targeted test. Supply a dedicated worktree, no production credentials, a read-only copy of reference documentation and a clear success condition. Explicitly block access outside the worktree; require approval for installs, external network access and changes to deployment configurations. Compare the actual command log, patch and result after human verification. Do not grant blanket permission simply to reduce interruption counts.

Threat model

Malicious instructions can arrive through repository READMEs, third-party package metadata or copied issue descriptions. Both agents are vulnerable in principle to the difference between task instructions and untrusted data. Permission policy is one layer; isolate execution, restrict network egress, avoid ambient tokens, require peer review and test outputs in CI. A sandbox with broad network access is not equivalent to an offline sandbox. “Read-only” at the agent prompt level is not necessarily an operating-system security boundary.

What remains incomparable

Approval vocabulary, defaults and platform availability change. A CLI switch in one tool cannot be counted against an internal Codex configuration blog post as though the two were the same deployment mode. Before purchase, install the exact current CLI version on the intended OS and record tool permissions, package manager access, identity integration and audit-log export. Price and included usage require AI 10 dated ledger records.

Decision

For either tool, choose a reproducible limited-access pilot over a demo that grants full machine privileges. Shortlisted products should pass a forced-denial test, credential-leak probe and interrupted-task recovery exercise. The preferred agent is the one the team can operate within its existing access policies and change-control process, not one assigned an invented safety score.

Pricing, regions and comparable plans

Version-, region- and subscription-tier-specific availability is not established here. Product interfaces and entitlements can change. Access requires direct verification for the buyer’s country, account, contract and deployment as of the purchase decision. Consumer subscriptions, API billing, seats, credits and enterprise agreements must not be reduced to one “monthly price.” Link any future cost table to an AI 10 snapshot with currency, region, billing unit, effective date and source URL. No unverified numerical plan cost is included in this article.

Limits of the available evidence

The sources confirm the documented features listed above; they do not establish which provider produces better results on the coding & developer tools tasks of developers, DevSecOps and engineering platform teams. No controlled product trials, comparative benchmark scores, account-level entitlements, universal language coverage, legal determinations or image rights assessments were conducted for this article. Any deployment must check the actual model version and market, record failures and obtain human approval before publication or procurement.
