OpenAI Responses vs Anthropic Messages: Tool Calling Is an Application Protocol

DOCUMENTED DETAILS

At a glance

Documented Capability Or LimitOpenAI Responses: The application receives model tool requests, executes external functions and sends outputs back to complete the tool loop
Documented Capability Or LimitAnthropic tool use: Client tools emit tool_use blocks and require tool_result responses from the application

A tool-aware API never removes the developer’s responsibility for what a tool can do. Compare OpenAI Responses and Anthropic tool use by request shape, execution responsibility, stop conditions and auditability—not by pretending function names are interchangeable.

Comparison scope (verified 2026-10-25): A team is implementing an internal ticket assistant with read-only search and human-approved ticket updates. Comparison date is 25 October 2026; exact model IDs, beta flags and schema support are deployment-specific.

Evidence at a glance

Product, approach or evidence source What the cited document establishes What it does not establish
OpenAI Responses The application receives model tool requests, executes external functions and sends outputs back to complete the tool loop No independently tested ranking, cross-vendor parity, universal plan access or current price is inferred.
Anthropic tool use Client tools emit tool_use blocks and require tool_result responses from the application No independently tested ranking, cross-vendor parity, universal plan access or current price is inferred.

These are documented capabilities or provider statements, not results from a hands-on comparative test. Unknown competitive measurements remain unknown.

Understand the common abstraction

Both APIs can express the model’s intent to invoke a function and depend on the surrounding application to enforce authorization. OpenAI’s guide shows the model selecting a tool from a declared set and the application returning the result. Anthropic’s guide explains tool_use and tool_result blocks and distinguishes client-executed tools from provider-executed tools. This is comparable at the orchestration level. Individual JSON properties, parallel-call behavior, thinking tokens or model-specific strict modes are not necessarily identical.

A minimal internal assistant

Define two tools: lookup_ticket(id) and propose_update(id, field, new_value). Only lookup may execute immediately. The update returns a dry-run diff until a named user confirms it. Log request ID, tool name, validated arguments, approval identity, tool result and downstream mutation. Use a schema that rejects unexpected fields rather than passing arbitrary generated JSON to a database. A model-suggested action is not permission to execute it.

Error loops are part of the comparison

Design cases where search returns zero results, a ticket has been deleted, the model requests a nonexistent tool, or a tool times out after writing partial state. Compare whether your implementation handles retry IDs, duplicate requests and invalid arguments correctly. Those properties belong primarily to the application boundary, not to a vendor benchmark. Version the serialized tool schema and validate output with tests before changing an API or model.

Operational trade-offs

Compare tool execution locations, availability in the target region, audit logging, compatible language SDKs, idempotency keys and failure reporting. Count end-to-end token and tool charges from separately dated AI 10 price snapshots. A lower apparent model rate cannot compensate for uncontrolled repeated calls; equally, a verbose schema with extra metadata may improve control at some latency cost. Those trade-offs need measured workload data.

Decision

Choose the API interface that fits your existing authorization and observability stack and whose contracts your engineers can test. For safety-critical changes, keep a human approval gate regardless of model provider. The mature design is a strict, logged tool boundary; a vendor winner cannot be claimed without a specified model, prompt, workload and measured results.

Pricing, regions and comparable plans

Version-, region- and subscription-tier-specific availability is not established here. Product interfaces and entitlements can change. Access requires direct verification for the buyer’s country, account, contract and deployment as of the purchase decision. Consumer subscriptions, API billing, seats, credits and enterprise agreements must not be reduced to one “monthly price.” Link any future cost table to an AI 10 snapshot with currency, region, billing unit, effective date and source URL. No unverified numerical plan cost is included in this article.

Limits of the available evidence

The sources confirm the documented features listed above; they do not establish which provider produces better results on the models & apis tasks of platform developers building tool-using assistants. No controlled product trials, comparative benchmark scores, account-level entitlements, universal language coverage, legal determinations or image rights assessments were conducted for this article. Any deployment must check the actual model version and market, record failures and obtain human approval before publication or procurement.
