Creative directors sometimes compare video generators by a single spectacular sample. For a storyboard pipeline, the important questions are whether the approved starting image drives the shot, how precise camera direction can be, and which additional audio and editing stages remain necessary.

The documented differences
Runway’s Gen-4.5 documentation lists both text-to-video and image-to-video inputs, described as short web-based clips with supported aspect ratios and duration options. Google describes Veo 3.1 as a video model with audio-oriented generation and creative controls, available through distinct products including Flow and developer interfaces. These statements are not a normalized benchmark: one refers to a specific Runway application model configuration and the other to a model family across product surfaces.
Build a storyboard handoff
Start from a numbered sequence of stills with shot size, lens intent, staging, screen direction and expected motion. Identify the one non-negotiable visual element per shot: the actor’s jacket, the hero product’s label, or the background architecture. For image-to-video, attach the approved still and describe only motion, camera and scene progression. For text-to-video, write a fresh prompt describing the same scene but treat it as a different production mode rather than assuming identical consistency.
Evaluate continuity as a sequence
An isolated five-second shot can look convincing and still break a 60-second edit. Compare the shape and color of key objects at cut points, whether camera movement matches the storyboard, and whether implied actions can connect with the following shot. Assemble a low-resolution animatic using chosen frames before committing to full production. Record take numbers and prompt changes per shot; replace only the failing shot instead of regenerating the entire sequence.
Audio should not be an afterthought
When an output workflow offers generated audio, the soundtrack still needs separate checks for intelligible speech, rights, synchronization and localization. A silent motion workflow can be preferable if the production already has a licensed voiceover and fixed sound design. Compare the native audio claims of Veo with the precise Runway plan and output route selected rather than labeling one vendor as universally “silent” or the other as universally “fully synced.”
Permissions and operating constraints
Confirm the consent of every depicted person, licensed reference images, plan-level export allowances, watermark requirements and regional availability. Render duration and aspect ratio are model- and surface-specific; do not transfer an API specification to the web editor. Queue times, failed generations and post-production labor usually matter more than a marketed credit count. A true cost comparison belongs in the AI 10 price archive with a timestamp, region, model ID and billing unit.
Recommendation
If the studio already owns approved panels, prioritize the provider and tier with a verifiable image-input path and predictable shot revision. If the scene relies on generative ambient sound, include audio review in the experiment. Test three storyboard beats under identical art direction, measure approved usable seconds, revision hours and licensing constraints. Vendor motion demonstrations are not independent evidence of real production success.
