A regional endpoint can be valuable, but it is not automatically proof that every copy of your data stays in one country or that processing complies with local law.
Distinguish four kinds of location
At-rest storage is where retained content lives. Inference processing is where the model operates. Support access is where authorized personnel may inspect systems. Subprocessing covers additional providers such as search, moderation and analytics. A product can make a commitment about one of these without promising the others.
Identify the contractual unit
Ask whether a regional selection applies to all endpoints, a particular model family, one organization, or only data at rest. Check backups, disaster recovery, diagnostic logging, fine-tuning files and optional web-search integrations. A service-level agreement may use exceptions that are invisible in marketing material.
Check the legal transfer pathway
For personal data crossing borders, evaluate the applicable jurisdiction, controller/processor roles, legal basis and transfer safeguards. Do not assume a US, EU, UK, Singaporean or Australian rule applies worldwide. Local storage itself does not cure unlawful collection or excessive access. Regulatory expectations may change over time; maintain a dated determination for each deployment.
Illustrative procurement review
A European organization selects a regional AI service to classify support tickets. It should map where tickets enter, whether escalation data reaches a global support team, whether optional analytics is off, and how deletion propagates. Ask the vendor for written coverage of the specific product and feature, then confirm internally that no unrestricted export tool has been connected.
Deletion and logs
Document what gets deleted when an end user removes a conversation, and whether caches, moderation logs, backups and recipient copies have separate lifetimes. Make sure the administrative promise is consistent with technical settings.
Practical recommendation
Treat a data-residency badge as a question starter. Request architecture diagrams and commitments at the correct granularity. The EDPB’s AI model opinion and the ICO’s guidance explain why data-protection duties cannot be reduced to a single geographic checkbox.
