AI Refusals and False Positives: Evaluating Both Sides of Safety

A chatbot that refuses every request appears safe on one metric but fails people seeking legitimate information.

A chatbot that refuses every request appears safe on one metric but fails people seeking legitimate information. Refusal quality requires measuring both prohibited compliance and unnecessary denial.

Build a two-sided test set

Include clearly disallowed requests, clearly allowed requests and ambiguous prompts where the system should ask a question or provide restricted help. Annotate policy rationale and authorized alternative responses. Never use a single refusal rate as a complete safety score.

Measure different error types

Track unsafe compliance, false refusal, evasive half-answer, excessive warning, unsafe detail leakage and missed emergency redirection separately. Sample harmful or discriminatory refusals across languages and user groups. Disagreements between reviewers are informative and should be captured instead of coerced into one label.

Limit what a benchmark proves

MLCommons AILuminate v1.0 tested English, single-turn content hazards and did not include multi-turn harm or all categories such as bias. It therefore cannot be interpreted as an audit of long interactions or every language. Use additional application-specific conversations and live escalation testing.

Assess user outcomes

A user seeking basic cybersecurity defense, historical facts or crisis support may be harmed by a blanket refusal. Prefer safe transformations or narrowed answers where policy and context permit. Evaluate whether the response is actionable, respectful and accessible rather than technically noncompliant yet practically useless.

Release gate

Re-test after policy, model, retrieval and classifier updates. Compare false refusals and unsafe responses against established thresholds. Any dashboard should display sample sizes and confidence intervals instead of claiming perfect safety based on a handful of cases.
