California’s AI rules are not one blanket deepfake law. The state has enacted separate measures covering content provenance, patient communications and particular harms; each has its own actors, terms and dates.
Identify the precise measure
California’s September 2024 governor summary lists SB 942 on provenance, AB 3030 on certain patient clinical communications, and several distinct provisions. A single statement such as “California requires every AI picture to be labeled” is too broad without the particular law and current code text.
Understand provenance versus disclosure
Technical provenance mechanisms address whether generation or editing information can accompany a file. Human-facing notices address what a patient, consumer or viewer sees. These functions are related but not substitutes; neither technical markers nor an on-screen label verifies underlying factual content.
Who is actually covered
Determine whether the law governs a developer, deploying organization, covered health service, distributor or individual. Then inspect statutory definitions, exceptions, regulator authority, transition rules and amendments. Product-level generic compliance statements routinely obscure this allocation of responsibility.
Build a practical audit trail
For each relevant output channel, log the source policy, interface disclosure, accessibility, export transformations and whether metadata survives compression or reposting. Medical communications additionally require the provider-specific workflow review and accountable clinical owner.
Do not overstate the date
Enactment, effective date and compliance date may differ. The original 2024 announcement is an accurate history source, not proof that no California statute changed in 2025 or 2026. Do not announce comprehensive compliance from that press release alone.
Publication decision
Keep this jurisdictional overview under editorial review until the exact current California codes and amendments for each cited measure are reconciled by a legal reviewer. For a vendor policy, publish a statute-by-statute matrix, not a single global label rule.
Publication limitation
Additional verification remains open: 2025–2026 chaptered amendments, applicability and current code sections require full provision-level audit. Do not represent this jurisdictional draft as a complete statement of current legal obligations until that review is finished.
