EU General-Purpose AI Copyright Policies and Training Summaries

EU AI Act Article 53 requires covered general-purpose AI model providers to maintain copyright compliance policies and publish a sufficiently detailed summary of training content.

EU AI Act Article 53 requires covered general-purpose AI model providers to maintain copyright compliance policies and publish a sufficiently detailed summary of training content. This is not the same as publishing every training file.

Which role the rule governs

The obligations concern a defined GPAI model provider, not necessarily every customer using an API. Article 53 also addresses technical documentation and information for downstream system providers. Different duties apply to systems versus model suppliers.

Copyright policy is an operational process

Providers must address EU copyright and related rights, including rights reservations under the text-and-data-mining regime. A mere “we respect copyright” banner is insufficient as evidence of an implemented policy.

Understand the public summary

The Commission published a template to help describe main sources of training content while considering trade secrets. The obligation is a sufficiently detailed public summary, not a promise that a third party can recreate a full training dataset.

Transitional versions need dates

GPAI obligations began applying on August 2, 2025 with transition rules for previously placed models. Determine the exact first market placement, subsequent substantial modifications and whether systemic-risk measures apply.

Work across a model supply chain

A downstream application builder should request technical documentation and capabilities, limitations, permitted uses and incident procedures from the provider. Do not assume a vendor’s compliance statement settles your own transparency or data-protection duties.

Evidence for publication

Pin the latest Article 53 text, official Commission guidance, model and release date, copyright-policy revision and source-summary URL. Keep confidential source-level audits separate from the reader-facing narrative.
