Fine-Tuning versus Prompt Optimization: A Controlled Foundation-Model Decision. This dated guide separates the actual model or API mechanism from promotional comparisons, endpoint aliases and features added by later releases. It focuses on implementable choices, documented limits and evidence a project should collect before deployment.

What was released and when
Prompt optimization changes instructions, few-shot examples and input layout without necessarily changing a model’s weights. Fine-tuning trains or adapts model parameters using a dataset. The latter can teach a stable output style or task-specific decision boundary, but it cannot make a missing database fact current or guarantee that the resulting model obeys a schema under all conditions.
Architecture, interface and the important distinction
Begin by writing a frozen evaluation specification, not by choosing a training method. Separate errors of missing evidence, ambiguous schema, latency and consistent classification. If improved retrieval or a clearer prompt fixes the failure, a weight update is unnecessary. If a persistent decision rule is difficult to explain every time, a supported fine-tuning method may be a candidate subject to data rights and vendor restrictions.
A useful real-world implementation
For support-ticket routing, create disjoint train, validation and held-out sets by customer, not merely by random row. Try a rules baseline, a few-shot prompt and a retrieval-assisted prompt before training. Only then train on consented, deduplicated examples and evaluate it on the untouched held-out set. Store adapter/version IDs and rollback criteria.
Limitations, licensing and evidence quality
Training data can memorize sensitive fields, encode bias or leak target labels. A benchmark score can rise because near-duplicates were allowed into validation. Platform fine-tuning support varies by precise model and time; do not promise it for an arbitrary model family. Hosted fine-tuning may have different retention and approval rules.
Alternatives and the selection rule
Choose prompt-only changes for rapid, reversible refinements and small datasets. Fine-tune when clear, stable patterns persist at sufficient volume and your governance permits it. Use RAG for changing factual knowledge and deterministic code for arithmetic and external actions.
Evaluation protocol worth running
Report train/validation/test sizes, split strategy, label agreement, per-class precision/recall and cost per accepted classification. Run a rollback test to prove the unmodified baseline remains deployable.
Deployment and provenance checklist
Deployment record to preserve: canonical editorial ID wai-ai02-fine-tuning-vs-prompt-optimization, exact endpoint or checkpoint revision when verified, request date and region, model and tokenizer version, allowed tools, input modality, prompt template, output budget and actual measured usage. For current currency costs use the AI10 price snapshot matched by version, billing unit, region, tier and effective date. Unknown access entitlements must remain explicitly unknown.
Editorial evidence boundary
This is a 2026-10-25 editorial snapshot. A product or service may have changed after that date; the linked official pages can be edited without preserving every prior state. No independent model performance testing or live customer-account entitlement check was conducted for this article.
