UAE AI Privacy and Security: Federal PDPL, Free Zones and AI Policy

The United Arab Emirates has several overlapping data-governance layers. Treating every AI deployment as governed by one uniform federal privacy rule is a mistake.

The United Arab Emirates has several overlapping data-governance layers. Treating every AI deployment as governed by one uniform federal privacy rule is a mistake.

Start with the legal perimeter

The UAE federal Personal Data Protection Law, Decree Law 45 of 2021, came into force in January 2022. The government describes rules for processing personal data and transfers. Yet its scope contains exceptions, and certain free zones such as DIFC and ADGM have distinct data-protection regimes. Health and financial datasets can also be subject to more specific laws.

Separate an AI policy from legislation

The UAE published a national AI cybersecurity policy covering governance, infrastructure, algorithm protection, threat monitoring and response in July 2026. The presence of a government policy does not prove that every listed security recommendation is a new directly enforceable duty for every private company. Determine the regulated organization, regulator, instrument and contract before describing enforcement.

Inventory flows and operators

For a multilingual support system, identify where messages originate, which regional endpoint receives them, whether third-party model inference occurs elsewhere and who can view logs or retraining samples. A country-specific server setting alone does not establish that every subprocess remains in-country. Keep evidence for retention, deletion, cross-border access and vendor support workflows.

Control risks pragmatically

Classify personal and confidential information before allowing prompts; apply approved-workspace access, least privilege and retention controls. For high-impact decisions, require a named person to check outputs and document an incident plan. Test prompt injection using fictitious data; do not run attacks against real customers or third-party infrastructure without permission.

Why legal review remains open

A complete answer depends on Arabic authoritative text, implementing measures, applicable free-zone law and sector regulator guidance. This version is suitable for structured research and scoping, not a legal determination that a specific AI feature is compliant in every emirate.
